GUEST REFEREE APPROVAL PROCESS

In order to fully implement this “Assignor Zero Tolerance Policy”, the Guest Referee Approval Process should be formally adopted into the Policies and Procedures Manual, distributed to all assignors, and be made available on the Arizona State Referee Administration (“ASRA”) website.

The ASRA Policy and Procedures, page 18, paragraph 4.1.2 shall be amended to define a Guest Referee as: “A guest referee is a USSF-certified referee from another state or certified official from outside of the United States.” All Guest Referees shall follow the Guest Referee Approval Process outlined on Appendix F.

Appendix F

Guest Referee Approval Process 

1) any referee from outside of Arizona that desires to referee matches in state must complete the guest registration on azref.com (http://azref.com/)

 2) the registrar will confirm receipt by emailing the referee and informing the guest referee of the requirement to have an email sent to the SRA or appropriate SRC member confirming they are in good standing, have met the license requirements from US Soccer and have provided notice to their SRA and/or SRC they are traveling out of state.  Until this is received the guest referee will not be eligible to receive assignments in Arizona or officiate matches

 3) the registrar and ASRA will not be verifying in the US Soccer Learning center or their registration platform the completion of safesport, background check, US Soccer license requirements etc…  This is the obligation of the SRC of the guest referee 

 4) guest referees will not be entered into the ASRA registration system and they will not be shown on the ASRA current registered list

 5) this process will apply each time any out of state referee desires to referee matches in Arizona

 6) referees from outside of the United States will follow the same guest referee process, however, they must also provide the required items and obtain the appropriate approval from US Soccer

     •    In reference to the above Guest Referee Approval Process, no referee shall be placed on any assignment until the State Referee Administrator (“SRA”) receives the required items:

    ◦    completed guest registration on azref.com (http://azref.com/)

    ◦    email from their SRA or appropriate SRC member confirming

    ▪    they are in good standing

    ▪    have met the license requirements from US Soccer and

    ▪    provided notice to their SRA and/or SRC they are traveling out of state

    •    All items required by the Guest Referee Approval Process must be received by the SRA no later than 48 hours prior to the first planned assignment.

Failure to adhere to the above, without documented agreement from the SRA, may result

in sanction as outlined on Appendix G-1
The ASRA Policy and Procedures, page 18, Section 4.2 shall be amended to read as follows:

In reference to United States Soccer Federation, Inc. Policy Manual Policy 531-8 Section 1 “no one shall officiate in any match under the sanction or jurisdiction (direct or indirect) of the Federation who is not registered with the Federation for the current year, unless that person is a visiting foreign referee who has been properly accredited by his or her national association and approved by the Federation Referee Staff.

If an assignor places a non-certified referee on a match sanctioned by US Soccer or any of its members or affiliates, the Assignor’s license and privileges maybe subject to sanction as outlined on Appendix G. A certified referee is defined as a referee that holds a valid license with US Soccer for the current year and is shown on the current list from the ASRA registration platform and/or has written approval from one of the following officers Registrar, SDI, SDA or SRA.
